Abstract

The Think Tank Initiative (TTI) provided support for 43 think tanks in 20 countries in Africa, Asia and Latin America over ten years (2008-2019). Most grantees were found to have undergone processes of accelerated change and consolidation. The report reviews findings in terms of capacity development, sustainability, organizational effectiveness, enhancement of research and skills, communications for policy engagement, outcomes and lessons learned. A decade of TTI support has enabled and strengthened a large majority of organizations, moving them to play a more central role in the policy discourse. Core funding serves organizational strengthening and flexibility, a strategic investment over the long-term.

This Executive Summary presents the overall findings, conclusions and recommendations from the external evaluation of Phase Two (2014-2019) of the Think Tank Initiative (TTI). Conclusions related to effectiveness, outcomes and impact are presented, as well as lessons to be learned from the TTI experience
