Abstract
The report traces a “productionist” bias in the food security agenda, based on the premise that food insecurity is primarily a rural problem. Regional and international evidence locates South African issues within wider related trends. The paper argues that the policy environment for informal operators has serious food security implications. The informal sector is an important source of employment, dominated by informal trade, with the sale of food a significant subsector within this trade. The five-year collaborative project “Hungry Cities Partnership (HCP)” aims to understand food security challenges arising from rapid urbanization and the transformation of urban food systems.
