Abstract

The focus of this study is the multinational teacher education project funded by the African Development Bank (AfDB) and United Nations Development Program (UNDP) Somalia, and implemented by the Africa Virtual University (AVU) between 2005 and 2011. Seventy three courses were developed, peer-reviewed and translated into English, French and Portuguese totaling 219 modules that were released under a Creative Commons License. The study proposes that access to and availability of Open Educational Resources (OER) has the potential to lead to the emergence of open education practices (OEP). Implications for teacher training are provided at the end of the presentation.
