dc.description.abstract Understanding how structure, culture, and agency interact at an institution offers insights into how Open Educational Resources (OER) policy development could proceed. And while policy clearly plays an important “enabling” function in institutional OER activities, this does not help determine which type of policy would best be adopted at a particular institution. Based on research at three South African universities, each with distinct institutional cultures, interventions for motivating OER use are explored in differing institutional contexts. Findings indicate that OER advocates need to take a nuanced, tailored and often multi-pronged approach, which may be especially true in the Global South. en
