Abstract

Research quality and effectiveness are not strictly bounded concepts. Debate about the quality of research, as well as its relationship to social goals and values is ongoing in the field of internationally funded projects. The Research Quality Plus Assessment Framework (RQ+) approach to evaluating research quality is an evolving tool. Through application, practitioners as well as scholars will contribute to its improvement. This report reflects on potential uses of the evaluation instrument as well as ideas for its further refinement as a standard for measuring research quality and effectiveness, including areas of impact and accountability.
