Abstract
Given that human rights primarily bind States rather than private actors, the conceptual framework for the human rights responsibilities of private sector companies is only starting to be developed. The project aim was to explore how private sector online intermediaries (such as PayPal, Mozilla, Facebook and AirBNB) can operate in a manner that more fully respects and promotes human rights, in particular the right to freedom of expression, to develop clear recommendations and standards for this, and to promote changes in policy and practice among intermediaries in line with those standards. The project also sought to strengthen research ties between Canadian and international institutions.
