Outcome report on the first global forum of national advisory councils

Abstract

The First Global Forum of National Advisory Councils was held in Santiago, Chile (2015). Three major topics were: Description and comparative analysis of the roles and responsibilities of the Councils and governance of the innovation system; Means of influencing government policy; and Opportunities of collaboration among the Councils. Recommendations are made for future dialogue on issues of investment, financing, and policy for Science, Technology and Innovation (STI) programmes. For instance: a direct relationship to the highest level of a government Executive branch seems to result in successful implementation of an STI agenda; and as evidence-based advice is necessary, Advisory Councils should be associated with research agencies.
