Abstract
This paper is part of the multi-country study “Opening the cities: Open Government Data (OGD) in local governments of Argentina, Brazil and Uruguay.” It focuses on emergence of OGD in São Paulo, and explores the impacts of OGD policies on local civil society and the private sectors. São Paulo City Council is highlighted, drawing information from the emergence of open data policy, policy design, information provision, resources, users, and impacts. Although civil society organizations appear to be crucial to open data development in Sao Paulo City, city council has no official forum for input from them regarding its open data policy.
