Abstract
Open Data Philippines aims to foster transparency, participation and collaboration. The case studies explore open data (OD) in two priority development areas: Maternal Health and Childcare (MHCC); and Micro-Small and Medium Scale Enterprises (MSME). The paper examines the type of data sets, current usage, how ICT can be used by local stakeholders, and as well, how data sets are sourced, created and stored. An earlier (2007) assessment of the Philippine health information system indicates the existence of core problems in those systems. From recognizing gaps in OD practices, next steps are proposed on how to operationalize open data in MHCC.
