Abstract
The strengthening of research capacity is part of Essential National Health Research (ENHR). This report provides guidelines, and reviews issues and principles with examples in practice. It is intended for use by governments, especially those of developing countries, and agencies concerned with health and development. Needs and strategies are reviewed in Chapter 2. The framework for capacity strengthening is considered in Chapter 3. Chapter 4 contains lessons from past experience on national commitment, training and institutional development; and implementation of the ENHR strategy is described in Chapter 5.
