Abstract
Sudan’s 2005 Comprehensive Peace Agreement (CPA) aimed at ending decades of war in the Sudan, to foster a stable environment for development. The study focuses on human security, and what has transpired in South Sudan where the CPA called for withdrawal of northern troops from the south, national elections, a census, and the sharing of oil revenues. Security reforms are a key aspect of agreements. How do citizens engage with actual security provision at the local level under the new institutional frameworks, and does that affect security provision? How do proposed security reforms interact with prevailing political settlements?
