Study report on “Social Protection for Small-Scale Farmers in Lao PDR : Risk and Vulnerability Assessment”

Abstract

This paper focuses on vulnerabilities of smallholders in Lao PDR that are associated with climate change and market integration. Vulnerability is understood as a composition of potential risks, exposure and adaptive capacity. Based on findings from the assessment, it recommends policy frameworks for addressing these risks, and prioritizes a number of policy measures, including among others: establishment of health insurance, establishment of land rights, a climate change early warning system for weather events, a minimum price guarantee for rice, as well as crop and livestock insurance.
