Item Opening data for inclusive practices in migration, public contracting, and combatting gender-based violence : final technical report(2022) Marchessault, LindseyThis project carried out much needed research to identify the barriers women face in participating in public procurement and what measures are proving effective to redress these barriers. The report details the activities carried forward by ILDA and its partners according to the objectives set in the initial proposal. These challenges connect us all and they require trust, cooperation and mutual respect between countries and people groups, but they also require timely, accurate and actionable evidence. Transparency and accountability in public and private institutions is essential to address and overcome these kinds of interconnected, complex challenges, and open data is a key tool to achieving this. The Open Data for Development (OD4D) program is a global partnership to advance the availability, use and impact of open data in government, civil society, and private sectors. “Open data is digital data that is made available with the technical and legal characteristics necessary for it to be freely used, reused, and redistributed by anyone, anytime, anywhere.” OD4D is an initiative that aims to increase the availability of quality Open Data (OD) and its use by actors in government, civil society, and the private sector for greater social good. The deliberate inclusion of women, girls, and those across the gender and sexual identity spectrum brings critical knowledge and skills that increase the potential of ambitious open government reforms. The COVID-19 pandemic has only accentuated the need for these insights as the epidemic continues to reveal a host of longstanding inequities in social services, government programs, access to digital resources, along with specific data collection and transparency needs. More inclusive open government policy and recovery efforts have the opportunity to help governments rebuild better institutions and address ongoing systemic barriers to equality through open policies and practices.Item Measuring the availability of data for development through the global data barometer(2022-01) Fumega, Silvana; Grossman, Nicolas; Chawana, Fiona; Zamora, DavidThis project developed the Global Data Barometer (GDB) which tracks the use and reuse of data, focusing on governance, capabilities, availability and use and impacts of data that enable better governance, economic growth, and social inclusion. With a network of 109 countries, 6 thematic partners and 12 regional and country hubs, the survey covers more than 500 data points. It takes a broad look at the extent to which national and sectoral data ecosystems around the world are promoting data for the public good. During 2020 the team worked to refine overall study objectives, leading to a draft Theory of Change.Item International open data conference 2016 : summary report and the second action plan for international collaboration(2016) Open Data for Development NetworkSupported by an online archive of more than 80 sessions and 20 special events (Madrid, 2016), this report reflects on the discussions and debates that took place at the IODC, as well as information shared on a wide range of global initiatives. The International Open Data Conference (IODC) brings together the international open data community to discuss key trends and issues that are shaping the future of open data. Data needs to be reusable, but more importantly, actually used. The overarching focus is on strengthening the relevance of specific data released to address specific problems.Item Africa data revolution report 2016 : highlighting developments in African data ecosystems(2016) van Belle, Jean-Paul; Nzayisenga, Canisius; Akanbi, Olusegun; Selassie, Solomon; Mdadila, KennethThis first edition of the biennial Africa Data Revolution Report aims to address issues in transforming data ecosystems. It maps the current system in terms of purpose, actors, principles and protocols; legal, legislative and policy frameworks; technological infrastructure, tools and platforms; and dynamic interactions between purposes, technologies and systems. Official statistics (what and who gets counted) can be and have been used as tools for social, economic and political exclusion and segregation in Africa, especially under colonial and apartheid rule. The digest represents a collection of reflections from leaders of open data initiatives about their experience in driving change, with insights about enabling governance reform, working in coalition, tackling implementation challenges, and stimulating innovative uses of data. In some ways, civil servants who innovate with data are performing the tasks of entrepreneurs. Strong regional champions are needed to demonstrate the benefits and impacts of an enduring, committed, well-resourced open data initiative. In spite of this, opening up election data has had immeasurable positive impacts on the transparency and acceptance of key elections in three of the six country cases: Burkina Faso, Ghana, and Kenya. Given the humanitarian cost of violent elections, even a few open election events justifies Open Government Data (OGD) in Africa. This detailed report begins an account of open data initiatives in African countries.Item Open data for development (OD4D) : annual report 2017-18(2018-08) International Development Research Centre (IDRC)OD4D leverages a global network of regional hubs, expert advisors and global initiatives to use open data in generating greater accountability and transparency, locally-driven innovations, and better delivery of key public services in areas such as gender equality, education and health. This annual report provides an overview on the global context, trends, and issues influencing the program, and summarizes results and activities supported by the OD4D Phase II program in 2019- 2020. Key goals for this period included advancing gender equality in the Open Government Partnership, scaling activities in Francophone Africa, and building data capacity in communities globally. OD4D has funded the incubation of the International Open Data Charter (IODC) through the Open Government Partnership (OGP) and Open Data Working Group (ODWG).Item Open data for development : building an inclusive data revolution(2017) Open Data for Development NetworkThis annual report (2016) provides a summary of results and activities supported by the Open Data for Development (OD4D) program, structured according to program objectives; an introduction to the regional hubs and impact of the global initiatives; and some lessons, challenges and future plans. In 2016, OD4D made particular efforts to support the use of open data in sectors including anti-corruption, agriculture, cities, health, and education. Activities supported 19 innovative platforms, including support of service delivery in Africa along with other innovations in the Caribbean, Asia and Latin America. This briefing paper provides an introduction to the Package, its objectives, scope and content. To understand the potential of open data for arable farming, six ‘policy perspectives’ are provided. Categories of data include: pest and disease management, production advice, soil, hydrology, elevation, meteorology, markets, infrastructure, value chain, land use and productivity, rural projects, government finance, official records and regulations. This annual report briefly reviews the achievements and lessons learned in the first year of the implementation of the OD4D program (2015-2016). Making open data part of the infrastructure of government and markets can help hold to account increasingly complex systems of governance and trade.
