Abstract

Research ICT Africa (RIA) seeks to build an African evidence and knowledge base in support of ICT policy and regulatory processes, and to monitor and review policy and regulatory developments on the continent. RIA contracted the DECI-2 team (Developing Evaluation and Communication Capacity in Information Society Research) to help assess the actual impact where RIA’s influence both on research and policy has contributed to policy change for improved access, use and application of ICTs for social and economic growth in Africa. The evaluation incorporates a Utilization-Focused Evaluation approach that hinges on whether the findings of the evaluation are actually used.
