Abstract

The present status of various alternative drive trains and fuel types as well as their combinations are summarized, as well as targeted policy and regulatory options for reducing CO2 emissions. Challenges facing the development of new drive train technologies and use of alternative fuels are posed by high investment costs associated with research, production and infrastructure development. Switching from internal combustion engines to electronic motors would sharply reduce energy demand and lower CO2 emissions from vehicles. Most urgent for governments in the region is development of guidelines for coordinated CO2 related taxation; as well as establishing regional fuel efficiency standards.
