Abstract
Perception about economic reforms having benefitted only the rich is not supported by the data. In fact, the income density function for 2004/05 became more platykurtic (with fewer extreme values) than it was during 1999/2000, suggesting that there has been a reduction in inter-district per-capita income disparity. This analysis does not capture intra-district change in income inequality, especially at the household-level, therefore the element of deprivation seen to exist may indicate that in certain districts income inequality has increased. However, between districts, income inequality has fallen. An emphasis on vocational education would help unskilled labourers increase workforce participation.
