Utility of regional trade agreements : experience from India's regionalism

Abstract
India’s trade policy has seen a marked shift towards regional trade agreements (RTAs). However, results of this survey show that a Generalized Scheme of Preferences (GSP) is a better preference-giving scheme than all of India’s RTAs put together. Rules of origin (RoO) may be a culprit with regard to the low level of utilization as, when there is more than one RTA available for exporting to a particular country, exporters choose the RTA that has lower value-added norms for satisfying RoO. Top priorities in upgrading future FTAs should include ensuring effective enforcement in order to prevent trade malpractice.
