Abstract
This handbook is a practical introduction to preparing for negotiations, aimed particularly at those who may not have extensive experience. Prepared under the evidence-based trade policy making and capacity-building programme of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), it serves as a reference manual for government officials tasked with the difficult job of preparing for, and conducting, negotiations on services liberalization in the context of a preferential trade agreement (PTA). ESCAP supports governments of countries in the region in consolidating regional positions and advocates for regional approaches to socio-economic challenges.
