Abstract

The book emphasizes evaluation of what development means for those with an interest in the social, economic, political or cultural outcomes when ICTs are involved. Even if impact assessment tools detect change has happened, and that ICTs are implicated in that change, it matters whether that change is consensual or achieved through external enforcement. The SIRCA II (Strengthening Information Societies Research Capacity Alliance) programme involves research capacity-building in African, Asian and Latin American regions. The first part of the volume is concerned with research on ‘impact’; the second sets out how research in the global South is contributing to the understanding of information societies in these regions.
