    Au CRDI, l’examen de programme constitue un processus en deux étapes. Il y a tout d’abord une réflexion par le programme sur ses propres réalisations en fonction de trois enjeux : la stratégie et l’évolution, les résultats et les principales leçons tirées de l’expérience. Puis un comité d’examen externe formé d’experts indépendants juge la pertinence de l’exécution du programme, la qualité de la recherche, la pertinence et l’importance des résultats du programme afin de déterminer les questions clés que la direction devrait examiner. Ensemble, les examens interne et externe facilitent l’apprentissage instrumental et la reddition de comptes.

    Governance for Equity in Health Systems : final prospectus report

    The prospectus paved the way for a more focused program contributing to strengthening equitable health systems and improved health outcomes. This report is a self-assessment by members of the GEHS team to explain and understand how the program theory of change did or did not unfold. The program made funding and operational decisions explicitly based on the systematic application of the principles of governance, equity, and systems integration. In practice, the projects sought to unpack the dynamics of power and deal with the structural issues of health and development. The evaluation report provides details of numerous projects and outcomes.

    External review : IDRC Governance for Equity in Health Systems Program

    By 2011, the IDRC’s Governance for Equity in Health Systems (GEHS) and other stakeholders had made considerable progress in establishing the legitimacy of the field, developing methodology and building a critical mass of international health systems researchers. The 2011-2016 Prospectus identified four outcomes towards the goal of improved health in lower- and middle-income countries (LMICs) through strengthened equitable health systems. This evaluation provides analysis of programming investments, program adaptability, quality of research and the relevance and significance of program outputs. GEHS’s achievements are above expectations; there is no similar research funding program that has accomplished as much given the time elapsed and available resources.

    Management response for the external review of two programs : Non Communicable Disease Prevention, and Governance for Equity in Health Systems

    Management is satisfied overall with the conduct and findings of the external reviews of both programs and has drawn some lessons from these reviews. Management is encouraged that the reviewers noted the results of the program in building leadership in the health systems field, including a critical mass of health systems researchers and policy analysts in Africa. In regard to findings that attention to gender dimensions of the research was found to be weaker than expected in GEHS programming, gender responsiveness is a priority for the continuing programming in Agriculture and Environment, as well as Inclusive Economies Implementation Plans approved by the Board earlier this year.

    Findings brief - external program reviews : Non-Communicable Disease Prevention (NCDP) & Governance for Equity in Health Systems (GEHS) Programs

    The core of the NCDP Program clusters around four foci: tobacco control, alcohol control, healthy diets and physical activity. The evaluation examined capacity building, policy influence and knowledge generation outcomes. The Governance for Equity in Health Systems (GEHS) program aims to strengthen individual researchers, research teams and institutions in low- and middle-income countries by supporting grantees to examine health system challenges towards increasing equity, improving governance and promoting systems integration. With regard to capacity strengthening, the evaluation found multiple lines of evidence suggesting that the GEHS program has built capacities or influenced capacity development at national and regional levels.
