    Management response to the external reviews of the Agriculture and Environment Programs on Ecosystems and Human Health, and Climate Change and Water

    Management recognizes that both programs have already implemented strategies to improve the quality of proposals. Increased attention to research ethics has also been noted in projects approved recently. Management acknowledges the findings by Ecosystems and Human Health review of inadequate recognition of IDRC’s contribution to field-building, in part the result of a deliberate strategy to shift focus to southern leaders and away from IDRC. That said, the book, Ecohealth Research in Practice, is one of the most cited of IDRC’s books and in consequence the Centre’s contribution is increasingly recognized. Management acknowledges the finding of high degree of relevance for both programs.

    Climate Change and Water : final prospectus report

    This report was prepared by the International Development Research Centre’s Climate Change and Water (CCW) program (2010-2015) as part of the program’s external evaluation. At the time of submission, the program’s portfolio included 121 projects across Africa, Asia, and Latin America and the Caribbean, for a combined value of $75.3 million. Recognizing that climate change adaptation is a new concept, the program focused on three outcome areas: knowledge generation, capacity building and leadership, and informing climate change policy. Close to 1000 researchers have benefitted from the sustained support of the CCW program over the course of the program.

    Pour amorcer les examens externes du CRDI, le programme analyse ses propres réalisations dans un rapport descriptif définitif, qui décrit la stratégie et l'évolution du programme, les in-cidences importantes et les principales leçons tirées de l'expérience du programme. Un groupe d'examen externe composé de trois experts indépendants évalue ensuite le caractère approprié de la mise en oeuvre du programme, la qualité des extrants de la recherche ainsi que la pertinence et l'importance des incidences du programme. L'examen externe met éga-lement en évidence certains éléments sur lesquels il y a lieu de se pencher.

    External Reviews at IDRC begin with the program analyzing its own achievements in a final prospectus report which outlines the program’s strategy and evolution, significant outcomes and the main lessons from the program’s experience. An external review panel consisting of three independent experts then judges the appropriateness of program implementation, the quality of research outputs, and the relevance and significance of program outcomes. The external review also identifies key issues for consideration.

    External review of the IDRC Climate Change and Water Program : final report

    The program focuses on climate change, water availability, adaptive capacity, and identification and implementation of practical adaptation measures. With few standard methodologies, limited developing country research capacity, demanding interdisciplinary approaches, and poorly defined policy targets, the program was developed and implemented in a challenging context. In the face of a rapidly changing field, strategy evolution showed few significant shifts, and these were documented and justified in context; reasonable implementation choices were made that capitalized on opportunities. The panel found the quality of different projects is diverse and widely distributed, with good performance in elements of research integrity, originality and relevance.
