Abstract
Background: In order to accelerate the achievement of the
goals of health development in Indonesia, the Ministry of Health
has made a breakthrough through the many efforts undertaken
on an ongoing basis, including the Health Operational
Assistance (BOK), Jamkesmas and Jampersal accordance
with the Minimum Service Standards (MSS) with the Health
Sector focus on achieving the Millennium Development Goals
(MDGs) by 2015. Roles, duties and functions of Management
Team and Team Provincial/Regency/City in 2009 still have not
felt able to run optimally. Researchers wanted to see What is
the Role of West Papua Provincial Health Office and District
Health Kaimana In Creation and Control Operational Policy Health
(BOK), Jamkesmas and Jampersal Year 2011.
Method: The research uses a descriptive approach to qualitative
methods, with case study research design.
Results: Provincial Health Office is not involved in the disbursement
of BOK, Jamkesmas and Jampersal. Reporting coverage
and constraints at the district level is also not reported
to the provincial level so that the provinces to provide guidance
and supervision difficulties. Meanwhile, at the district
level, delays in disbursement of funds led to delay in implementation
of activities financed from the BOK, and Jampersal
Jamkesmas. Implementation of activities within a narrow time
frame led to the guidance and supervision functions do not
function properly. Health districts office conduct meetings just
to socialize. Management and planning of the activities carried
out entirely by the health center based on existing technical
guidelines. The Treasurer also never had any training related
to funding mechanisms.
Conclusion: West Papua Provincial Health Office and District
Health Office in Kaimana not optimal to provide guidance and
oversight of policy implementation BOK, Jamkesmas and
Jampersal. Alocation mechanism of BOK must be change from
Tugas Pembantuan to Dana Alokasi Khusus (DAK) on district
level.
