Abstract
Focus of the study is to investigate the role of policy and the institutional framework for inclusive education and health development in Vietnam during the last decades. Two overarching policy sets have recently shaped the main policy arrangements for inclusive education, namely socialisation and poverty reduction policies, in order to enable conditions “for all members of society, especially the poor and socially targeted groups, to benefit equally from the high progress achieved in these essential services.” Vietnam’s health strategy aims to combine public, household and insurance payments in a way that ensures access to quality health services for all.
