A research agenda for Iraq is to be developed which focuses on themes identified for the Middle East Good Governance Fund (MEGGF). Three areas concerning civil society were addressed: the legal framework related to civil society organizations (CSOs) in Iraq; the relationship between civil society and communities and how they influence policy; and donor support for civil society. Participants did not want to deny the historical importance of tribal Iraq; however, they emphasized the need to build legal institutions.Item Unprotected : Palestinians in Egypt since 1948(IDRC, Ottawa, ON, CA, 2009) El-Abed, OroubThe project explores social networks, grassroots associations, legal protection, income generation, and all aspects of coping strategies that Palestinian refugees have adopted in Egypt. The majority are found among the lower-middle, lower, and poorest classes. In-depth interviews with 80 households and 400 individuals focus on survival strategies to secure or renew legal residency, obtain an education or vocational skills, find employment, and to hold on to property. The issue for Palestinians in host countries has been rights rather than citizenship. The majority arrived as a result of war (especially the 1948 and 1967 wars). The fund is aimed at refugee Palestinian female students wishing to attend an accredited Lebanese university. The unemployment rate among Palestinians in Lebanon is as high as 40% and many Palestinians live in poverty. Consequently, the level of education among Palestinians has dropped considerably. The article (2003) describes the programme operation and some students’ stories.
