Abstract

The article documents and analyzes recent water governance trends in several Latin American countries, highlighting cases of Uruguay, Ecuador, Bolivia and Colombia. Recent constitutional changes are considered in light of increasingly neoliberalized water governance and privatization. The transformations being seen in Latin America regarding constitutional reform, which includes water rights, could be “more rhetoric than reality.” However, the debates over human rights to water even if not easy to implement, are important for their strategic or aspirational value, including bringing a voice to the issues they underscore. And they may have particular weight and importance in an international context.
