Abstract
The presentation measures changes in developing country researcher citations and connectivity. Findings show that internet search engines can be used to assess research capacity in a given field. Presence, quality and connectivity of telecom researchers have improved. A separate study is needed to identify key policy changes in selected countries, and anecdotal evidence related to contributions by CPRsouth members. Communication Policy Research (CPR) aims to create policy intellectuals in developing countries, able to undertake research that informs evidence-based policy.
