Abstract

Potential exists for introducing balance in the chain of accountability through which foreign funders, local non-indigenous institutions and grassroots indigenous organizations find themselves connected. The project was able to change the disposition inside the Yshiro communities with regards to what consultation and participation can mean. To counter superficial consultations with indigenous communities and organizations, such groups need two things: to have a clear idea of what meaningful consultation might look like; and some basic tools to disrupt the smoothness of ‘token consultations and participation.’ The report outlines project outputs and outcomes, with Annexes in Spanish.
