Abstract

The handbook is meant to facilitate civic know-how of parliament and parliamentary processes and to enhance participatory policy making in Kenya. Disclosure of data and policy documents ensures that the public has the information needed to participate in decision making. Under Article 33 in the Kenyan constitution, freedom of expression and the right to information are fundamental rights of every person. Dissemination of information by public service institutions regarding how they function helps the public to access government services.
