    Regardless of the evaluation topic and intended use, the most important general characteristics to consider when selecting an external evaluator are flexibility, the ability to problem solve, and credibility. This guideline provides ideas and suggestions for selecting and managing an evaluation consultant or evaluation team. IDRC staff and management can call on the Evaluation Unit for support in identifying evaluators. Different types of evaluation will require different sets of responsibilities, roles, and skills for the evaluator.

    The decision to evaluate should be strategic and not rote. This guideline provides suggestions for identifying primary intended users and intended uses of an evaluation, drawing attention to the importance of doing so from the planning stage. Evaluations that emphasize use should be timed so that findings are available when decisions are being made or actions undertaken. By involving users in the process, the evaluation becomes more focused on aspects that will inform and influence users' future actions or decisions.

    Quality assessment of IDRC evaluation reports

    In order to monitor the quality of evaluation reports, and identify areas for improvement, IDRC’s Evaluation Unit conducts regular reviews of the quality of all evaluation reports commissioned by the Centre. In order to maintain the balance between learning and accountability in such a system, it is neither feasible nor desirable to standardize quality through the creation of a single format, approach or methodology. The reviewer of an evaluation is guided by a set of questions that are designed to elicit information about each of the four dimensions of evaluation quality, as seen in the attached table.

    This one-pager provides a guideline to the structure and formatting of project summaries, evaluations and annexes for research partners, awardees, staff members and or consultants. The IDRC maintains an electronic inventory of all evaluations conducted by, and for the Centre and keeps statistics on the profile of evaluators involved with evaluation processes.

    This guideline provides instructions on how researchers and awardees can access IDRC evaluation reports and how to submit their own to LiveLink in order to keep the inventory up-to-date. Electronic copies of all evaluation reports commissioned by the programming unit specific to the researcher or consultant should be forwarded to records-rso@idrc.ca for filing in LiveLink and the IDRC Digital Library (IDL).
