Abstract
Important topics needing urgent action from the Regulator include: creating a converged licensing regime; resolving quality of service issues; ongoing issues of infrastructure sharing; and tariff regulation, which is responsible for high end user prices. Broadband services for Internet access are mainly used by corporate customers, as they are prohibitively expensive for the majority of the people. The major challenge is how to equate policy and regulation to the needs and characteristics of the local telecom market while keeping pace with international standards. A converged licensing regime is a main priority.
