Abstract
This report focuses on Maputo (Mozambique), and the impacts of flooding that can be expected with a changing climate. The aim is to develop an adaptation framework for managing the increased risk to African local government and their communities due to climate change. This baseline study focuses on the coastal city of Maputo as part of a wider study “Sub-Saharan African Cities: A Five-City Network to Pioneer Climate Adaptation through Participatory Research and Local Action.” Local governments, as the sphere of government closest to their constituents, must make decisions and set directions for promoting social, cultural, environmental and economic well-being.
