Abstract
The aim is to develop an adaptation framework for managing the increased risk to African local governments and their communities due to impacts of climate change. This baseline study focuses on the coastal city of Cape Town. The report gives an overview of climatic changes in Africa with regard to temperature, followed by regional level (South Africa), and then lastly narrowing the study to the Cape Town area municipal sectors. It assesses associated impacts and risks felt at the local level in relation to increased temperature and climate change, focusing on water and sanitation, energy, transport, health and livelihoods.
