Abstract
This report presents the background, methodology, results, and recommendations
of the Workshop on Monitoring and Evaluation held on 6-30 April 1992 in Metro
Manila, Philippines.
This workshop was the first in a series of four workshops conducted by the
UNDP Asia and Pacific Programme for Development Training and Communication
Planning (DTCP) for the International Development Research Council (IDRC) of
Canada based on a memorandum of agreement signed by both parties in 1991. The
agreement specified two workshops, one on Monitoring and Evaluation and another
on Communication Planning, to be conducted in 1992, and another two workshops
on the same subjects to be conducted in 1993 for staff of IDRC-assisted projects in
the Asia-Pacific region.
The IDRC-DTCP training courses have four main features which are based on
certain assumptions arid pragmatic considerations.
