Abstract
A major national quantitative survey was completed in Jamaica which captures data on a broad cross section of ICT issues. This research report presents qualitative data that are triangulated with the quantitative data findings, towards constructing a more nuanced and comprehensive understanding of ICT access and usage patterns. Government was identified by all players as having a pivotal role in improving access to ICTs, including a greater role for the Universal Access Fund in facilitating greater access in communities and among the disabled population.
