Abstract
Despite the critical role of outreach programs and the dedication and strategic planning
required to implement them effectively, the level of thought and support devoted to outreach work has
varied widely among transitional justice institutions. This report offers a definition and systematic
consideration of outreach activities, along with practical guidance on the design and implementation of
outreach programs.
