Item Tax for smoking? an analysis of the relationship between the price of tobacco and quitting smoking in Nigeria and Senegal(2018-07) DEDEHOUANOU, FidèleThis policy brief reports on a study where a sample of 432 smokers in Nigeria and 315 smokers in Senegal was analysed to better understand the relationship between the effect of increasing the price of cigarettes on quitting smoking. Results show that these factors and their effects may differ depending on the country in which they are implemented. For instance, in Senegal, substituting a cheaper brand was seen as an alternative to quitting. The World Health Organization has developed a framework convention to help countries implement a range of measures to reduce tobacco use.Item Project inception workshop communique : fostering effective tobacco control policy implementation in Nigeria(2019-09) Drusilla, David; Precious, C. AkanonuWith lower tobacco control policies, Nigeria has become a hub for tobacco production in West Africa. The workshop, hosted by the Centre for the Study of the Economies of Africa (CSEA) facilitated discussions by experts regarding the ongoing research project “Fostering Effective Tobacco Control Policy Implementation in Nigeria.” Nigeria’s excise tax rates amount to about a 16 percent tax burden, relative to the 75 percent benchmark recommended by the World Health Organization. CSEA research articulates policy choices, trade-offs and implications, and is submitted to the general public and decision-makers for debate on the effects of government policies and economic growth and development in Nigeria and Africa.Item Illicit trade in tobacco products in ECOWAS countries(2018) DIAGNE, Abdoulaye; KPEGLI, Yao Thibaut; MANE, Papa YonaA study by the Consortium pour la recherche économique et sociale (CRES) / Consortium for Economic and Social Research estimates the illicit trade in tobacco on average as 18% of the total market in the fifteen Economic Community of West African States (ECOWAS). Through simulation models, the effects on the average price, the quantities consumed, and tax revenues are estimated. ChaloupkaResults of the study show that excise tax development does not have the same implications for the two countries. The price elasticity of tobacco demand is very high in Senegal, in contrast to Nigeria. Increasing tobacco taxes in Senegal strongly reduces demand, but also causes a decrease in tax revenues. While increasing taxes causes a lesser decline in demand in Nigeria, it could create a sharp increase in the country’s tax revenues. There is a specific threshold beyond which the tax increases cease to have a positive effect on tax revenues in Nigeria.Item Effect of excise tax increases on cigarette prices in South Africa(2017-03-24) Linegar, Daniel J; van Walbeek, CorneThe effectiveness of excise tax as a tool for reducing tobacco consumption depends largely on how the tax increases impact retail prices. The study estimates this price relationship in South Africa (2001–2015). The magnitude of the price increase depends on the degree to which the tax increase is passed through to consumers. The degree of passthrough thus determines effectiveness. This paper considers the dynamics of cigarette excise tax passthrough in South Africa. People change their purchasing behavior in response to retail price changes, not in response to excise tax changes.Item Association of tobacco control policies with youth smoking onset in Chile(JAMA Pediatrics, 2019-02-10) Guindon, G. Emmanuel; Paraje, Guillermo R.; Chaloupka, Frank J.South American countries, and Chile in particular, endure some of the highest cigarette smoking prevalence rates globally. Despite the lack of any meaningful increases in cigarette taxes (the most effective tobacco control measure), between 1999 and 2014 cigarette prices in Chile increased sharply almost entirely driven by British American Tobacco (BAT). Findings suggest that higher prices initiated by BAT and the tobacco control policies enacted by the Ministry of Health (2006) were associated with lower hazards of starting smoking in Chilean youth.
