Abstract
The peoples of the Commonwealth Caribbean have a long history. of taking action to improve
the quality of their lives. Universal adult suffrage was won over fifty years ago, partly as a
result of urban and rural workers protests about their living and working conditions and their
demand for recognition. With only one or two exceptions, political parties have, since the
establislunent of parliamentary democracy, regularly competed for elected office, and
governments have changed even if the environment of this process has not always been fair or
free from fear...
