Abstract
The goal was to examine the quality and effectiveness of civil society participation in planning and implementation of education sector-wide reform initiatives in four African countries (Burkina Faso, Kenya, Mali and Tanzania). Key policy challenges for external supporters of the civil society sector were identified: clarify why civil society engagement is important; understand what education can do in specific contexts; develop and experiment with supporting mechanisms that address the roles envisaged for civil society under emerging principals of aid effectiveness. Across the case studies, findings showed that newly mandated education sector programs increased engagement of civil society actors in the achievement of sector plans.
