Abstract
Growing pesticide misuse is now recognized widely as a major global
problem. Many highly toxic chemicals exported to developing countries have
been banned or severely restricted m their countries of origin, but are
manufactured primarily for export. The most important of these have been
identified in the "Dirty Dozen'' campaign of the Pesticide Action Network (PAN).
The principle of Prior Informed Consent (PIC), whereby highly toxic imports
into developing countries would be preceded by full information from the
producing country and a positive assent of hazardous, toxic waste-producing
industries, and by the direct export to developing countries of toxic wastes...
