Abstract

In line with its government's thrust of regionalization, the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) strengthened the capability of the national center and two regional nodes to perform their tasks in R&D management effectively through the Agricultural Research Management Information System (ARMIS) Project. With funding from the International Development Research Centre (IDRC) and the Philippine Government, the ARMIS sought to: strengthen the national MIS at the PCARRD Headquarters; establish operational prototype regional MIS units in two (2) regional consortia (one in Luzon and one in Mindanao); and provide a viable interface between the regional and national MIS. Activities of the project at the national level included: renovation of the computer center; the acquisition and installation of the AT&T hardware & software facilities; consultation meetings to determine and match the information system requirements at the national and regional levels; acquisition and installation of the regional hardware and software; the development and implementation of the application systems. The existing databases of PCARRD, namely Research Management Information System (RMIS), Research Information Storage and Retrieval System (RETRES), and Agriculture and Resources Regional Technology Information System (ARRTIS) were integrated into one information system application. To this a new database, the Strategic Planning Database (SPDB), was added. This application software of the national MIS was recompiled to make the regional application software. At the regional level activities were: creation, organization and institutionalization of the Regional MIS Units at the pilot sites and data collection and validation. Preparation of the documentation manuals and the publication of the "1994 Directory of R&D Projects on Agriculture, Forestry and Natural Resources" and the "Abstract Bibliography of Completed Researches on Agriculture, Forestry and Natural Resources I. Export Winners" from the RDMIS and RETRES databases of the ARMIS were also undertaken, respectively. Upgrade of both national and regional human resources capabilities were undertaken throughout the-project duration. The ARMIS pilot regions selected were Region II at the Cagayan Valley Agriculture and Resources Research and Development (CV ARRD) Consortium based at the Isabela State University, Echague, Isabela and Region XII at the Central Mindanao Agriculture and Resources Research and Development Consortium (CEMARRDEC) based at the University of Southern Mindanao, Kabacan, North Cotabato.
