Abstract
La informalidad no solo representa una muy importante proporción de la fuerza de
trabajo. Las unidades de producción informales también están muy extendidas pues
90% de los conductores de las unidades de producción identificadas con las encuestas
de hogares no están registradas. Absorben una importante proporción de la mano de
obra pero solo representan menos de la décima parte del valor agregado nacional. Las
diferencias en productividad media del trabajo entre el sector informal y el formal es
muy grande y, lo que es más preocupante es que los ingresos que genera el sector
informal no son mucho más que el equivalente una remuneración mínima. En estas
condiciones es muy poco probable que una reducción de los costos directos de
formalizarse sea suficiente para inducirlas a que se incorporen a la economía formal.
Más aún la nueva Ley MYPE deja fuera a la gran mayoría de estas unidades de
producción.

The differences in average labor productivity between the formal and the informal sector are very large and, what is more worrying is that the revenue they generate is not much more than the equivalent of a minimum wage. In these circumstances it is highly unlikely that a reduction in direct costs to formalize will be sufficient to induce them to join the formal economy. Moreover the new law leaves out MSEs the vast majority of these production units.
