Abstract
A third round of China’s administrative reforms accompanied its entry into the World Trade Organisation (WTO). This round of reform focused on improving the way in which projects and items were audited and approved, and on providing better service to the parties involved in this procedure. A leadership committee was set up in September 2001 in Shenzhen to promote the administrative reforms. The paper attempts to delineate problems with the audit and approval system and to understand problems arising from reforms. The Shenzhen Supervision Bureau’s electronic monitoring system is composed of an electronic supervision interface, a video surveillance system and an external network.
