Abstract
Governing in accordance with the rule of law is a key feature of a constitutional government. This paper reviews attempts made at implementing the rule of law in Jiangsu Province. An effort to improve services for the community needs to target fundamental and specific ways of law enforcement through systematic innovations, the clear specification of the powers of law enforcement institutions, and the duties and obligations of their officers. The study shows the need for enforcement without coercion or corruption, and enhancement of the public service intention to better serve the people.
