Abstract
The paper reviews policies, plans and agendas of the countries of the region related to universal access in telecommunications services and how the different countries link their broadband development policies, as well as policies for digital inclusion. Evidence shows that more countries have been able to create funding as in the case of Bolivia, Costa Rica and Panama. Financial sources have been diversified, for example, towards cooperatives as in Argentina or from the Public Treasury in Guatemala, while Chile maintained its financial model by way of the Treasury.
