Policy Implications of the Relationship between ICT Access and Usage and Well-being: A Case Study of Kenya

Abstract
Findings show that mobile phones and radio have the most potential for poverty reduction in Kenya because of high levels of access and usage. The study investigates whether and how access and use of ICTs improves well-being or poverty reduction, in order to provide guidance for policy interventions. Data was collected through quantitative surveys of 700 households (2007-2010). The high level of radio access and usage has been overtaken by mobile telephones, with Internet penetration remaining low. Quantitative analysis shows that mobile money transfer is another mechanism the poor use to reduce costs of travel, and to send money.
