Abstract
Evaluation is viewed as a means to enhance development. Deliberations during the four-day Conclave highlighted key issues relevant to the future of evaluation, particularly in the South Asian context. The role evaluation can play in enhancing accountability was highlighted in a number of sessions and with this in focus, there was a strong demand to increase the use of evaluation both at the government and user level. It was also felt that people should be central to the evaluation process – their participation should go beyond rhetoric, and they should be recognized as rights/claim holders rather than beneficiaries.
