Abstract
Most Asian agriculture is rain-fed, and variations in rainfall pattern have far reaching consequences. This is a detailed study of challenges in water resources as management issues, with a focus on integrated water resource management. Adaptation experiences suggest that vulnerable communities are more prone to act upon information they can trust. Research at the intersection of ICTs, climate change and development indicate ICT tools can be trustworthy forecasting resources, especially if combined with traditional and local knowledge. Mobile telephony provides remote communities with access to constantly updated weather information and is helping to create endogenous early warning systems.
