Abstract
This study analyzes the adaptive capacity and adaptation strategies of households, local government units (LGUs) and community organizations (COs) in the Philippines during Typhoon Milenyo (Xangsane). It assesses the barriers that constrain adoption of recommended adaptation options, and proposes further measures to guide stakeholders to overcome adaptation barriers and enhance resilience. Greater awareness about climate change phenomena and the need to enhance preparedness and adaptive capacity can help reduce disaster risk.
