Abstract
This brief provides a summary of Latin American research on the interaction between trade liberalization, economic growth and poverty reduction policies. It provides recommendations for how Canadian development aid and foreign economic policies can focus on building the foundations for inclusive growth in open economies in Latin America. Canada’s Strategy for the Americas policy is aimed at fostering stable, prosperous and democratic societies in the hemisphere (DFAIT, 2009). Canada’s development aid should therefore focus on programs that increase the capacity of the poor to adapt to and participate in international trade.
