Abstract

The project identifies and assesses national and local policies that facilitate climate change adaptation methods that will benefit the poor; identifies policy gaps and weaknesses; and provides recommendations. The Republic Act No. 9720, also known as the Climate Change Act of 2009, is the only law that mainstreams climate change into development policies and plans in all levels of government, including local government units. National leadership is weak in awareness and enforcement. Development of a regional framework to support South‐South technical cooperation and information‐sharing is needed, as well as targeting and investing in adaptive capacity strategies. A crucial element is strong inter‐agency policy planning and coordination.
